As to that, and suppose if French Cruisers were to seize, ill-treat and confiscate on their return to French waters the cargoes of French Merchant vessels which had presumed to visit English Ports, that European powers would hold such conduct justifiable, especially with a Treaty of Commerce existing between the two countries. That however is an exact representation of what is taking place here.

I have however the poor satisfaction of reflecting that, great as the difficulty is, I gave warning of its inevitable approach. I also feel that it has not been created by any action of this Government. Unfortunately the means of redressing it are also entirely beyond the power of the Executive here.
The present position of this Colony therefore more urgently requires the serious attention and intervention of Her Majesty's Government. Especially is this the case as more sums have been expended in making this place the centre of vast Commercial establishments and could certainly never have been sunk except in the belief and reasonable expectation of Hongkong becoming the great emporium of
